UNOPS Energy Transition Partnership, Indonesia

Energy Transition Business and Change Management Centre of Excellence: Advancing Strategic Change and Technical Capacity through Programme Delivery and Engagement 

Launched in October last year, this project (funded by The United Nations Office for Project Services, UNOPS), aims to share knowledge, address challenges, and assist Indonesia’s State Electricity Company (PLN) in closing the skills gaps in the clean energy transition.

The Aquatera team have worked to deliver structured leadership training, enhancing technical capabilities, and reinforcing inclusive approaches to workforce development across PLN.

Eight workshops on Strategic Change Management and Leadership in Energy Transition have been delivered to participants from across PLN subsidiaries. This programme’s topics focussed on equipping PLN leadership and staff with the mindset and tools for organisational change including:

  • Business design
  • Behavioural motivation
  • Workforce re-skilling and
  • Risk management

Led and moderated by Aquatera’s Dr Leuserina Garniati, Dr Mary Ann Franco, and Dr Agung Iswadi, the workshops were marked by dynamic interaction and active participation from middle management personnel from PLN’s subsidiaries across Indonesia

Each session fostered discussions, peer learning, and collaborative exchange, reflecting the strong engagement and readiness of PLN’s emerging leaders to embrace energy transition. Gender Equality and Social Inclusion (GESI) principles were embedded throughout, with strong representation from female contributors, moderators and facilitators.

Working alongside our delivery partners, Pusat Pengembangan Sumber Data Mineral, Heriott-Watt University and Sepuluh Nopember Institute of Technology, Aquatera is now progressing other areas of learning to facilitate sustainable energy transition – including in the co-delivery of modules which focus on solar and wind, power systems, smart grids, hydropower, and Carbon Capture, Usage, and Storage. Aligning with Aquatera’s focus on the United Nations’ Sustainable Development Goals (UN SDGs), GESI principles are woven throughout these modules – highlighting the importance of inclusion as a key transition enabler.

As a testament to the collaborative programme’s wide-reaching impact and the consortium’s long-standing commitment to support Indonesia’s human resources development in sustainable energy transition goals, Aquatera’s Technical Director, Dr Leuserina Garniati, was invited to attend the Human Capital Summit 2025, hosted by the Ministry of Energy and Mineral Resources in Jakarta. Dr Garniati represented the consortium in the joint declaration of Partnership Commitment on Human Capital Development for Energy Security and Downstream Industry. This further reflects the project’s strategic alignment with national priorities and its growing contribution to Indonesia’s energy transition leadership
